Hello, what happens ?
I have the same on a Win7 and Win 10 machines. And also on ODLK !
Very strange "project server....down"
On project page, all seem running.

Not sure if this is a BOINC CA CERTIFICATE ERROR or that it's a PROJECT CA CERTIFICATE ERROR.

Get the following error message across all 6 of my PC's (Windows 8.1, Windows 7, Windows VISTA and Window WINE under Ubuntu) this morning (US time) on TWO projects iThena and WuProp
HTTP error: Peer certificate cannot be authenticated with given CA certificates
Running latest stable BOINC 7.16.11 Windows x64

Happened shortly after 9:00 AM local time (US CENTRAL TIME), Add +5 hours to get UTC TIME OF 14:00

Not sure if it affects any other projects. As far as I can see the SSL Security certificates for the two projects are NOT expired and are current.

Thank you for information.
It is really a problem of security certificate on your side.
Not your fault, but your project admin.
The same for yopur second project (ODLK1).
With you reference, I could solve the problem.
But it is not the way of doing from your system administrator.

This is an Expired Certificate issue that does not belong to this or any other projects,

It is a certificate that has expired called IdentTrust DST Root CA X3 that has run from the year 2000 to September 30 2021 and has now expired. Let's Encrypt is the company supplying the certificate.

It deals with HTTPS access to the Web and will stop access if you are using it.
It can't apparently just be extended, and affects most devices prior to 2017. Windows XP Service pack 2 is affected but service pack is not (to a degree), lots of Apple devices and old phones will stop working and can't access the web.

There is a replacement Certificate called ISRG Root X1 and you can get it in a more recent CA Certificate bundle.
Some people have copied the version running in a recent Linux (which does not seem to be affected, probably because Firefox is the only browser that does not rely on the computers certificates to access the net) and then copied that into their Windows machines which seem to have fixed the problem.

I updated my CA Certificate bundle and found that only Latin Squares (ODLK1) and ODLK were the only two projects that stopped working.
Even with the updated certificate I had to Remove and Add back each project to get them to work again.

All working again now.

The full solution would be a release of an updated client - which is long overdue, anyway.

Project server administrators may be able to take alleviating action, but that would be piecemeal, and not every project may have the necessary skills.

Ugh - things have changed a bit since I first started programming for Windows 3.1!

But I got Windows 10 up-to-date, installed VS 2019, installed some more software it wouldn't work without (Git, TortoiseGit, Notepad++ - I'd use those anyway), downloaded the v7.16.20 branch source, and gave it a try.

boinc.exe compiled OK, but with lots of warning messages. It's running now, under Windows 7 - so that's a plus.
boinccmd.exe compiled OK, but I haven't tested it. The boinccmd solution compiles those two, but not much else, so it's a useful test.
boincmgr.exe failed completely. That's a show-stopper, and may be the reason we saw no progress except the emergency workround over the weekend.

I'll stop there for tonight. I've turned down my cache size, so it will be quicker to start experimental work tomorrow, if it's still needed.

The productivity of the project has dropped dramatically.

yes, detaching and then reattaching a project is the way to force changes to be applied for boinc client

Certificate file problem update.

For any 64 Bit Windows users that did not correct their own crt file BOINC Berkeley has released an official updated BOINC Version dated 17 Oct 2021. This version contains the corrected file.
