These reasons are known only to developers.
We need a second project!

I will also note that the problem of ODLS of order 10 is solve by the BOINC project Gerasim @ home, which was launched on March 14, 2017.
This did not stop us from making the BOINC project ODLK, this project has been working since May 19, 2017.
Both projects successfully solve the problem.
